The Government of Albania has
received financing in the amount of US$ 35.3 million equivalent from the World
Bank toward the cost of the Dam Safety Project, and it intends to apply part of
the proceeds to payments for goods, works, related services and consulting
services to be procured under this project. This project will be jointly
financed by the SECO - State Secretariat for Economic Affairs of Switzerland,
EBRD European Bank for Reconstruction and Development. The project includes the
following components:
Component 1: Physical Infrastructure Investments
This component includes:
(a) Remedial Measures of Very High Priority:
(i) Dam Safety Alarm Systems for Drin and Mat River Basins include the
specification and implementation of water alarm systems in the Drin and Mat River
basins, and specification of an Emergency Action Plan; (Supply and
Installation)
(ii) Dam Monitoring Systems for Drin and Mat River Basins include the
specification and implementation of dam monitoring equipment including GPS, and
implementation of a data acquisition system. (Supply and Installation)
(b) Remedial Measures of High Priority:
(i) Fierze Dam - Rehabilitation of spillway no. 3; (Supply and Installation)
(ii) Fierze and Komani Geological Monitoring System- included the specification
and implementation of movement/landslide alarm systems linked to GPS for
identified potential geological slip zones; (Supply and Installation)
(iii) Vau i Dejes - Spillway rehabilitations and maintenance; (Supply and
Installation)
(c) Remedial Measures of Medium Priority and Operational Improvements:
(i) Komani Dam - General rehabilitation of spillways 3 and 4 --gate seals,
stop-logs, as well as frames, cylinders and hydraulic power, and modification
of outlet for spillway no. 4; (Supply and Installation)
(ii) Komani HPP - Rehabilitation of hydro mechanical and electrical equipment
as well as installation of new control and monitoring system; (Supply and
Installation)
(iii) Vau i Dejes and Fierza Dams - Implementation of Load Frequency Control
system to allow for the integration of Albania’s electricity system with UCTE
(Supply and Installation)
Component 2: Technical Assistance and Training
This component includes:
1. Project Implementation Consultant;
2. Hydrology Analysis and Water Management;
3. Institutional Strengthening;
4. Studies for new hydropower development;
5. Financial management capacity building for KESH;
Procurement of contracts financed by the World Bank will be conducted through

Republic of Tajikistan has received a credit and grant from the International
Development Association (IDA) and has applied for a grant from the Swiss
Government toward the cost of electricity and gas components of the Energy Loss

The Open Stock Holding Power Company "Barki Tojik" now invites sealed

The EUAS, Electricity
Generation Co. has received a loan from the International Bank for
Reconstruction and Development (BIRF) toward the cost of the Electricity
Generation Rehabilitation and Restructuring Project, and it intends to apply
part of the loan proceeds to payments under the contract for the Rehabilitation
of Afsin-Elbistan A Thermal Power Plant.
The EUAS, Electricity Generation Co. invites the eligible bidders to submit or
modify its bid for Afsin-Elbistan A Thermal Power Plant Rehabilitation Works in
accordance with the bidding documents and its amendments available to the
prospective bidders.
Bidders who have already submitted the first stage bid may modify and deliver
their bids until the deadline specified below.
The Afsin-Elbistan A Power Plant is one of Turkey's largest thermal power
plants, and the largest such plant to use domestic lignite. The plant has three
units with a capacity of 340 MW each and one unit of 355 MW, which started
commercial operations between 1984 and 1987. The total installed capacity is
1.355 MW.
The plant utilizes lignite of low calorific value mined at the nearby
Afsin-Elbistan Lignite Mine.
The power plant will undergo major rehabilitation work, to achieve design
performance of generation capacity and availability.
The Scope of works for rehabilitation includes boiler, firing system, piping,
balance of plant mechanical and electrical, electrostatic precipitator, control
and instrumentation, ash and coal handling, civil works, plant chemistry.
Qualification requirements for bidders, including members of joint ventures:
(i) Experience under construction or rehabilitation of thermal power plant
contracts in the role of contractor, subcontractor or management contractor for
at least 10 (ten) years prior to the bid submission deadline.
(ii) Successful experience as contractor, management contractor or
subcontractor in at least two thermal power plant contracts within the last 10
years, with at least Euro 90 million equivalent share totally in maximum any
two contracts.
(iii) Supply and installation of a lignite fired boiler either as a new
construction or a rehabilitation for a power plant with at least the capacity
of that servicing to 300 MWe electrical output unit as a contractor, management
contractor or as a partner of joint venture during last five years.
(iv) The average annual construction turn over for the last three years should
be Euro 300 million equivalent.
(v) Liquid assets and/or evidence of access to or availability of credit
facilities not less than Euro 40 million equivalent.
(vi) Litigation history: The bidder should provide accurate information on any
litigation or arbitration resulting from contracts completed or under execution
by him over the last five years. Non-performance of a contract did not occur
within the last five years prior to the deadline for bid submission based on
fully settled disputes or litigation. A fully settled dispute or resolution is
one that has been resolved in accordance with Dispute Resolution Mechanism
under the respective contract and where all appeal instances available to the
applicant have been exhausted.
(vii) The Joint Ventures must comply with the following requirements:
The figures for each of the partners of a joint venture shall be added together
to determine the bidder’s compliance with the minimum qualifying criteria set
out herewith above; however, in order for a joint venture to be qualified:
Lead partner should demonstrate
at least 15% of the amounts specified under (iv). Whereas at least one partner
should demonstrate at least 40% of the amounts specified under (iv)
One Partner of the JV must
satisfy the requirement specified under (iii)
All partners should satisfy the
requirement specified under (i) and (vi)
·The figures for each of the
partners of a joint venture shall be added together to determine the bidders
compliance with the minimum qualifying criteria set out in (ii) and (v)

A two stage bidding procedure will be adopted and will proceed as follows:
(a) The first stage bid will consist of a technical bid only, without any
reference to prices, and a list of any deviations to the technical and
commercial conditions set forth in the bidding documents or any alternative
technical solutions a Bidder wishes to offer, and a justification therefore,
always provided that such deviations or alternative solutions do not change the
basic objectives of the project. Following evaluation by the Employer of the
first stage bids, the Employer will invite each Bidder who meets the minimum
acceptable qualification criteria and who has submitted a technically
responsive first stage bid to a clarification meeting, during which the
Bidder’s bid will be reviewed and all required amendments, additions, deletions
and other adjustments will be noted and recorded in a Memorandum. Only those
bidders submitting a technically responsive and acceptable first stage bid will
be invited to submit a second stage bid.
(b) The second stage bid will consist of: (i) an updated technical bid
incorporating all changes required by the Employer as recorded in the
Memorandum to the clarification meeting or as necessary to reflect any
amendment to the bidding documents issued subsequent to submission of the first
stage bid, and (ii) the commercial bid.
Bids must be delivered to the second address below at or before 1400 hours
(local time) on 22 May 2007. All second stage bids must be accompanied by a bid
security of YTL 5 million or an equivalent amount in a freely convertible
currency. Late bids will be rejected. First stage bids will be opened in the
presence of the bidders’ representatives who choose to attend at the third

The Russian Federation has received a
loan from the International Bank for Reconstruction and Development (IBRD)
toward the cost of the National Hydromet Modernization Project, and intends to
apply part of the loan proceeds to payments under the contract for the supply
and installation of the electrolysis gas generators (Lot No. RHM/1/B.2.b).
The Bureau of Economic Analysis Foundation, acting as the Project
Implementation Unit in accordance with the Agreement No. 01-01-06/04-154 dated
November 28, 2005 between the Ministry of Finance of the Russian Federation,
the Federal Services for Hydrometeorology and Environmental Monitoring
(RosHydromet) and the Foundation “Bureau of Economic Analysis”, invites sealed
bids from eligible and qualified bidders for supply and installation of
electrolysis gas generators to re-equip gas generating plants at 12 aerological
stations of Roshydromet. The equipment shall be delivered to 12 regional
branches of Roshydromet.
Bidding will be conducted through the International Competitive Bidding (ICB)

ISO 9001:2000 quality management standards. This certificate shall be submitted
by the bidder to the purchaser before signing of the contract agreement.
(2) The bidder or its designated sub-contractor must have warranty service
network or must submit the detailed plan for setting up such warranty service
network to provide warranty services and technical support on the project sites
on the terms indicated in the Bidding Documents.

Any bank charges and fees shall be paid by the bidders. The bidding documents
will be sent by airmail for overseas delivery and surface mail or courier for
local delivery.
Bids must be delivered to the Basement, Archive of the second address below at
or before 1000 hours (local time) on 31 May 2007. Electronic bidding will not
be permitted. Late bids will be rejected. They will be opened immediately
thereafter, in the presence of the bidders’ representatives who choose to
attend in person, in the 8th Floor at the same address. All bids must be
accompanied by a bid security at the amount of not less than 2 per cent of the
total bid price.

This Invitation for Bids follows the General Procurement Notice for this
project that appeared in UN Development Business, issues No. 634 of 16
July 2004. A
Special Procurement Notice was published in UN Development Business
online on 4 January 2007 (issue No. 695).
The Open Joint Stock Company "Azerenerji" has received a loan from
the International Bank for Reconstruction and Development toward the cost of
Power Transmission Project, and it intends to apply part of the proceeds of
this loan to payments under the Contract for Supply of Substation Equipment for
this project.
The Open Joint Stock Company "Azerenerji" now invites sealed bids
from eligible and qualified bidders for supply the goods below:
High Voltage Power Transformers with Relay Protection Systems and auxiliaries:
Bidding will be conducted through the International Competitive Bidding (ICB)
procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA
Credits, May 2004, and is open to all bidders from eligible
source countries as defined in the guidelines.
Interested eligible bidders may obtain further information from JSC Azerenerji,
Mr. Teyyar Ibrahimov (e-mail address: teyyar@azerenerji.com and
t_ibrahimov@yahoo.com), and inspect the Bidding Documents, starting 21 May
2007, at the address given below from 10:00 to 18:00 hours, Monday through
Friday, except public holidays.
A complete set of Bidding Documents in English and Azerbaijan languages may be
purchased by interested bidders on the submission of a written application to
the address below and upon payment of a non refundable fee 190 Azerbaijan Manat
or equivalent sum in USD. The method of payment will be by cashier’s check
payable to Azerenerji Joint Stock Company. The document may be picked up from
the address below by the bidders’ representatives or if requested by the bidder
in the application will be sent by courier. In case of delivery by courier,
Azerenerji will not be responsible under any circumstances for the late
delivery or loss of documents so mailed.
Bids must be delivered to the address below at or before 16:00 hours (local
time) on 2 July 2007. Electronic bidding will not be permitted. Late bids will
be rejected. Bids will be opened in the presence of the bidders’
representatives who choose to attend in person or on-line at the address below
at 16:00 hours on 2 July 2007. All bids must be accompanied by a Bid Security
of not less than 2 per cent of the Bid Price or an equivalent amount in a
freely convertible currency.
